Traffic Studies

Cost companies are required to use traffic studies to allocate certain types of regulated telephone plant between jurisdictions. A traffic study analyzes company specific usage data to determine how much traffic is local and/or extended area service (EAS), state message toll, and interstate message toll and develops Traffic Factors to be utilized in the cost study.

 Currently the FCC has mandated a freeze in Traffic Factors until such time as comprehensive separations reform can be completed.
 
Companies who are currently on average schedule and are looking to convert to cost and companies that are converting to cost need to perform a traffic study to develop the company's Traffic Factors that are or would be used when or if the company converts to cost. These Traffic Factors would remain frozen until the FCC either completes comprehensive separations reform or decides to not renew the freeze in Traffic Factors.
